The volume is too low, even at its highest setting. Using an ear bud solves the problem, but is there anyway to increase the volume on the phone's speaker, aside from adjusting the + and - button on the upper left side?

You have to do it during a call. Press the top navigation button (blue ring) to increase volume, press the bottom section to decrease. The setting is retained when you end the call. The left button will mute the microphone.
Are the phone company phone lines analog or POTs (Plain Old Telephone) lines? If yes, it is normal to have low volume when you put two analog trunks together. When the phone is idle, the volume with set teh ringing volume. When the phone is in speaker phone mode, the volume adjusts the speaker level. When in headset mode, the volume adjusts the headset volume....
The ADA compliance requires that the phone when set to the highest volume level will revert back to factory default setting for the next call. This is a safety feature to prevent one's hearing aid from being blown up by a loud caller. If you turn the volume up to 9, and leave it there, it will stay at 9. If you turn it up to 10, it will always revert back to default.
