Bad ground to antenna Check your SWR with a voltmeter and a swr meter.check everything, check your mic connection for broken wires try another mic.

If there is no transmit at all, it sounds like it wasn't fully refurbished. If it is just low modulation then just turn VR16 and VR14 all the way to the left.
If its not working at all, send it back. It hasn't been refurbished.

mike has wiring problems. Check for breaks in cord and where the plug goes into the unit. If not original mike then has incorrect wiring for the radio and will need to be changed for config

SOURCE: need more mic gain out
Has it been turned up? a good radio shop should be able to max it out with out clipping anything and have full am modulation.. for $10 or less.. if they charge more they are not doing something legal. check around.
