This is a sign of a backlight problem. First, check to see if you can increase the brightness by pressing the Fn and F6 keys at the same time. The F6 key is in the row above the row of numbers. The Fn key is on the lower left hand side of the keyboard between Ctrl and the key with the Windows symbol in a circle.
If the brightness won't change, then you would need to carefully disassemble the all-in-one to reach the LCD panel. You need to avoid breaking any of the small wires inside the unit. The panel has several parts held together by tape. The backlights are usually on the edges under the tape and a reflector. Often, they are molded into the frame; you need to use a Dremel or similar tool to free up the parts from the plastic frame. Make sure to note the way all the pieces fit together before taking things apart. Since this all-in-one has a 19" monitor, it probably has the backlights in pairs. Then remove the backlights and replace them with ones that match for length and diameter. http://lcdparts.net/ is one vendor that sells replacement backlights. This site also has installation details. There are other sites that show the steps involved as well.
This is significantly cheaper than trying to get a replacement LCD panel. A new LCD panel might cost more than half the price of a new all-in-one.
