The fact that it is made by Dell is irrelivent.
ATX is a standard and so are 20 and 24 pin motheroboard connectors.
You should find what you need by searching for: power supply unit on Wikipedia and Google.

Does your motherboard have a beeper? Does it emit any distinguished beeps?
First, to locate the problem, try to boot your system with only a bare minimum of components: motherboard, cpu, ram, videocard. Try your system with a known to be good power supply. Then, if possible, try it with other known to be good components. If possible, check power supply with a psu tester or multimeter (that takes some time). Every bit of description of system behaviour will be helpful.
