The answer depends on what model Phonak hearing aid you are referring to. In any case, the opening where the sound comes out (usually the part that fits to the deepest point in the ear) needs to be free of any debris (i.e., wax, dead skin, body oils, etc.). If the aid did not come with a cleaning tool (usually a little brush and/or tool with a tiny wire loop on the end), try buying cleaning tools in the dental care section of a Walmart or the like. Look for tiny brushes and picks normally used for cleaning dentures and/or braces. If you'd like more detailed and model specific instructions, please post a picture of the hearing aid you have.

you need to go into the tablet settings and find the bluetooth settings most likely under network. then you need to add a bluetooth device.
at the same time you need to put the icom into pairing mode see

My right hearing aid is 4 momths old and it stopped working

The Bolero model requires clear passage of sound through the tube that connects it to the dome/tip that fits into your ear. To determine if the tube is blocked, with a good battery inserted and the battery door closed, unscrew the top of the tube where it connects to the hearing aid. If you cup the hearing aid in your hand, it should whistle/feedback. If not, there is something wrong with the hearing aid. If it does whistle, your audiologist should have provided you with a thin, flexible plastic piece (often green) and instructed you how to unscrew the tube at the top of the hearing aid to run the plastic piece through the tube, all the way out the other end of the dome/tip. If that piece can travel the entire tube easily, then sound should be able to. In any case, a Phonak hearing aid has at least a one year manufacturer warranty (a Q90 likely has a three year) and they will pay for shipping both ways to fix it. You need to send it via an audiologist, though.

Dual repeating tone in both aids

Your question is several months old, so I hope you've solved this issue. However, if not, please take the hearing aids to an audiologist for evaluation. It may only be an issue with the batteries you're using (be sure you're waiting 2 minutes after peeling off the sticker before closing it in the hearing aid), a moisture issue (very inexpensive hearing aid dryers are available at your audiologist), or the processor/circuitry may need resetting by the audiologist's computer. In rare cases of this symptom, a hearing aid processor has been overloaded by an outside electronic signal (i.e., MRI, etc.). Please see an audiologist for any of these possibilities.

Distorted loud static sound consistantly on phonak unit one year old

Ensure the acoustic tubes are not obstructed. Detach them from the hard plastic flesh coloured part and clean them in warm soapy water, rinse and dry/allow to dry. Reassemble.
There is a possibility that this might be caused by the gain of internal amplifier being set too high, though this usually results in a constant or intermittent high pitched whine. Try adjusting the recessed wheel on the unit.
If neither of these measures cures the fault, you will need to take it to a technician, return to the supplier/manufacturer, or/and replace the unit
