Did you clear the counters before you replaced the drum and developer? If not Replace the drum and developer again. This time clear the counters for the drum and developer before. This done as such

One big item is making sure the developer and toner are properly mixed inside the image unit underneath the drum. Developing cylinder disengagement mechanism does not function correctly. Causes Developing disengagement mechanism fault, developing disengagement solenoid fault, developing disengagement sensor fault, DC controller PCB fault. Have the developer replaced. if you have had the developer replaced and that person used a vacuum cleaner to remove the old developer then the static electricity from the vacuum cleaner destroyed the sensor underneath the image unit. Worse case the main board that sensor feeds is bad now. Go with replacing the developer again first. Then worry about the sensor or the main board. Was the counter reset when the developer was replaced, was the F8 process done after the developer was replaced.. If not then get new developer have the process done correctly, the machine works on what the counters have in them if you replace the developer and don't clear the counters the machine will assume the that old developer is in the machine and adjust the voltages to certain units accordingly when in fact new developer and for that matter the drum also works on that system. is installed causing image problems and codes.
