SOURCE: Motorola V3

you need to take the phone and have it service but if the phone dropped in water you should not ahve been trying to boot it up that only damages the board more.
Hopefully for your sake it can be fixed

Dismentel your cell and wash it with acetone solution by rubbing your old tooth brush and let it dry for half an hour and then assemble it and try again

Try making sure the connection points for the sim are clean. After taking the sim out, gently but firmly blow into the area to dislodge any dust. Put the sim back in and cross your fingers.

Water Damage to Mortorola RAZR V3

It's best to buy a new one....while having a sim in the phone and it is still asking for sim...means the main board is faulty....and seeing that it fell in water the phone may work for some time then stop working all together after being service.
