I just want to clarify the problem before moving forward. The oven will not heat either in bake, broil, or convection, correct ?
How about the cooktop, does it function normally ? As does the clock/timer ?

From what you have described your Frigidaire oven is displaying an error code of "PF" and you just installed the control panel. A "PF" error code stands for power failure. This could be a possible problem with your control panel and power source. Based off what you have described your Frigidaire range, PLES389DCC, is providing you with an error code of "PF" and "F1" as soon as you turn it on. An error code of "PF" stands for power failure this could be a possible problem with your control panel or power cord.
The error code "F1" stands for a runaway temperature (overheating). This could be an issue with your RTD (Resistance Temperature Detector) or the EOC (Electronic Oven Control). I would recommend performing a reset on your oven and you can do that by disconnecting from your oven for ten minutes. If you continue to have issues with the "F1" error code I would recommend having a professional technician out to your home for proper diagnosis and replacement of any electrical components.
