To confirmed if the remote control is working fine, aim the remote control sensor(IR emitter) directly to your cellphone camera. While pressing any button key on the remote control, you can see the flash of an infrared emitted by the remote control if it is working fine.
If you've confirmed that the remote control emitted an infrared but still the tv won't communicate with it, this is an indication of faulty IR sensor board of the TV. Check if there's an obstruction from the IR receiver in front. Keep away all of it, clean the plastic window of the IR receiver with soft clean cloth.
If the symptoms still persist, you have to replace the IR sensor board. Check the actual part no. of the board before ordering.

If you do not see a TV code for NORCENT in the code list in your universal remote control user's manual, then try all the codes listed there for SAMSUNG which have been known to work for that brand.
Your remote control may also have a hardware fault such as a burnt out infrared transmitting LED or another failed component inside which would prevent it from working even with the right code. These are rarely cost effective to try to repair and you are probably better off just getting a new one.

Otherwise you can upgrade to a decent quality universal remote. Norcent is not a widely distributed brand, so you would probably have to get one of the higher end universal remotes in order for it to function since the cheaper ones are not always programmed for the lesser known brands of TVs. A LOGITECH HARMONY remote is one of the best universal remotes in terms of quality and performance and can be programmed by computer to function with any brand of TV. These are somewhat expensive however, with some models priced at well over $100 US depending on the features included.

The remote can be tested and Radio Shack and most repair shops have a simple card for testing---point the remote at the card and press buttons and the strip on the card either lights up or not.
Depending on the problem most remotes are fixable.
Stay away from "Universals" as they are usually trouble.
If batteries and remote test good the set has a receiver for the infrared signal the remote sends-
95% of the time it is the remote and not the receiver or set.
A precise model number would tell me of common issues with your set including the remote.

check remote ir led (infrared led) in IR reciver (any electronics repair shop) the finally u know yr remote was working or not if fail in this checknig then u buy new remote for same model
