-   Does the srpayarm turn when water is pushed through it ? or does the sprayarm turn because a motor is turning it ?

With kickplate off, how can i tell if the Motor is working ? does something move inderneath the dishwasher ?-   DISHWASHER1
It could be a motor or a pump issue. The dishwasher has a motor that attached to a pump which forces the water up into the sprayer arms and during the drain cycle, it pushes the water out of the dishwasher. The motor (and pump) located beneath the dishwasher. Check if motor spins. In case it spins, the problem is with the pump ,in case it doesn't spin it could be a motor problem or a motor and pump problem.
Good luck

my plates were hanging down too far from the rack and blocking the spinning arm. once i moved them it seemed fine. it is a flaw in the design of the wire rack.

I have water in the bottom of my dishwasher that does not drain away. I have cleaned all of the filters, but this does not help. I have checked that the drain hose is not squashed. How can I fix this please?
