I have a frigidaire freestanding model # FDP641RaSI. The top arm will not spin during the cycle. There is nothing blocking it. I have cleaned it, run water through it and all seems well but during the cycle it does not move. ALso, When the cycle ws over there was a lot of garbage left in the bottom of my dishwasher. Obviously something is wrong but what?

First step, clean the filter that is underneath the lower sprayer arm. You will probably need to remove several screws to clen it.
While the filter is off, inspect for debris in the pump area (watch out for broken glass that are almost invisible in the water left behind.)
Inspect the impeller for damage and repair/replace.
Reassemble the filter and spray arm - retest.
If the problems remain, the problem is often a failing (weak) pump motor and that is your next step unless you are going to replace with an Enery Star model.

If you look at the bottom arm you will notice an extension nozzle that comes up out of the center. If you block that from going up during the wash cycle with dishes then the water will not reach the top. This is what makes the top arm spin.
The circuit board has a Cycle generator and sequencer that accepts commands when you manually do a setting. When the sequence enters the spin phase a block occurs and discontinues further action. It is not the timer, but the command center on the circuit board. Because the board has many functions, it is like a set of Christmas Tree lights in series, and when one bulb fails, so goes the set. You will no doubt need a new command board for that model.
pipes maybe clear but is your area wher you live prone to limescaling? where the water pipe/pipes go into the machine there is a switch to shut on/off the flow of water during whatever cycle you want.this might be blocked or sticking. first try to select different cycles and see if any of those fills the machine with water. if no water comes its one of two things. that switch is faulty or communication between the switch and the front consule is at fault.
contact your supplier after trying to go thru a few different cycles.
Your main switch needs replaced. The motor that drives the switch operates because it goes through the other cycles, so the switch must be bad. murf427
I may have the answer. I had what sounded to be the same problem. I found the dishes were dirty after they were cleaned, but I found there may have been a big pot lid blocking the upper arm. I decided to run the machine again, and after a bit opened the dishwasher after to make sure it was not a problem with the arm. Sure enough, the arm wasn't moving. However, I found out on the Frigidaire webpage that some models have an alternating spray cycle, where only one arm spins at any given time. After reading this I checked again, and it had moved by that time. I checked a few times more to confirm this. So it ended up it was an arm blockage after all. The pump in the dishwasher is supposed to provide enough water pressure to turn the spray arms and make them rotate. The pump is faulty and not giving enough pressure or the arms are stuck. Try spinning the arms, if they rotate smoothly, you will need to replace the pump.
Be certain that nothing got under the rubber skirt, pull it back and look /feel under it .
inside the tub are the large wiper arms solid and not come loose.
open the top access panel (3 screws in top rear )
and open the bottom access Panel (3 screws in bottom front)
Dissconnect power .
Look at the springs and arms that attach to the tub are they secure.
is the large stone concreate slabs secure.
move all these items and push at them all secure?
you can run it while open but the bottom has a switch on front right that has to be closed.
