Do what it says...
Control panel / internet options / programs / internet programs / click on set programs button, and choose the email program you wish to use

I presume that the outlook program does not show in the default programs box, so you need to find it.
I usually find the location of the program (Outlook in your case) Before I connect the default programs setting.
Look in program files and find the program that runs Outlook (test it to be sure it runs Outlook), THEN, start default programs, (Press windows and type default programs, if you do not see it on your start list.) and connect the Outlook program.
If you have problems, Please get back to me. It sounds like you are close, but no cigar, on this issue.
by the way, the default program call routing was located in Internet Explorer, on earlier versions......
