Have you tried to use a different browser to rule out IE (that has not been previously installed on PC)? Try Firefox (I prefer IE BTW), and if your internet starts working you know that it's your browser's. Also, you can check to make sure that there are no proxies setup in your IE. Click on Tools > Internet Options > Connection tab > LAN Settings (at the bottom) - once in LAN Settings, uncheck all the boxes.
