SOURCE: Problem for HP Photosmart C6380 All-In-One InkJet

It's probably telling you it is out of ink.
The ink system can fail if the cartridges in the product are installed incorrectly, if the ink in the cartridge is low or out, or if the cartridges are damaged or not correctly vented.

Here's the HP page that details the solutions for this problem:

SOURCE: HP C6380 error 0xc19a0023 Ink System Failure.

Consensus seems to be to clean the contacts on the print head. I have a customer who sees a similar error on a machine that takes the HP 920 cartridges (same design, slightly higher capacity) but his says a cartridge is "missing or damaged". You will want to remove all the ink cartridges and then lift the gray bar to the side of where the cartridges go. Now the assembly that the cartridges rest in will come out, this is the print head. Be careful as it is likely covered in ink on the bottom, but you will want to gently clean the electrical contacts on the print head and machine with a Q-tip lightly moistened with distilled water. When clean, dry thoroughly and carefully reinstall without letting ink touch any contacts. Be sure to lock the gray bar back in place and reinstall the ink cartridges. Hopefully that fixes it up. This seems like a common problem with these machines and is basically just a design flaw from HP. Below is another case with a similar problem:

Try resetting the printer a second time. If you have done this step, unfortunately, you either need a replacement print head or the printer needs service.

Print heads are not returnable if a new one doesn't solve the problem.

You can order a replacement print head either by phone or by entering your printer's model and serial numbers here: http://h20141.www2.hp.com/Hpparts/Default.aspx?mscssid=7E679E4B5EF640FF85D318BA520F8C9A .

I wish that I had better news.

As the owner of a Cartridge World I can tell you that there is not currently an effective way to reset or replace the chip for HP 564 series cartridges. One of our supplies is hoping to have a solution this quarter.

This problem is impossible to troubleshoot by just typing in this little box. HP support has documentation on this problem for your model:

I hope this helps!

My HP C6380 keeps saying missing or damaged cartridge error hp photosmart c6380 for the photo black only, I have replaced it several times, new ink...is there a way to reset?

There's a few things you can try. The golden rule is to unplug it for a few minutes and let it get amnesia. Every time you replace a cartridge, do you insert it right after removing the old one? You need to close the printer door for a minute after removing the cartridge before inserting a new one so the head will return home and try to detect new cartridges. It will then throw the same message, but it will help to reset any software issues that are causing the problem. If that doesn't help, make sure the cartridge(s) you're using are compatible with the printer, and make sure you're peeling the plastic film off the cartridge's metal area. Failing that, you can look in the manual or find yourself an option in the printer's menus to reset to factory defaults. That may also solve your problem. If none of that works, the printer is probably physically damaged and needs to be serviced internally by you or a pro.
