Should a Weldmate T100P have power to the wire before you pull the trigger

No. Pulling the trigger closes a heavy duty relay in the main housing, otherwise your torch would be permanently live.

Does welder need argon gas when using steal wirer

If you are using solid mild steel core wire, yes you need a mix of gas Argon/CO2 75/25.

Only cored shielded wire do not required gas (also called innershield or flux cored).

Adjust your flow rate for the mild steel wire at 20 or 25 scfh, depending if you are welding inside or outside a shop.

Will 12-3 braided wire be ok to run 187 hobart mig at 75 feet long 30 amp breaker

I would run no smaller than 10-3, preferably 6-3. I've seen more than one welder burn out due to insufficient extension cords. 10-3 is pushing it for 75', and if you ever plan to extend the leads, you will be money ahead getting the 6-3.

How to control welding spatterin MIG?

different gas mixes will give different amounts of spatter, pure co2 doesnt spatter too bad, flux core spatters like crazy, and 75/25 has light spatter also
