Question about Philips 37PF9631D 37 in. LCD HDTV
I checked to see how many times the red light blinks and it blinks twice every 4 seconds.

Did u say it was a error 4 ? if thats the case it is a communication error I2C2_blocked. and causing the TV not to start up. Heres what u do after u plug in the power supply after the relays click before the error flashes on front unplug the connector 1M03 if the TV remains on check connector 1316 for the 24v supply to inverters are there. If they voltage stays with 1M03 being disconnected your SSB is bad. probable the main BGA (Viper) is damaged. hope this helps if not send me a message back and ill help more.

It's a power supply related problem.
The flashing 8 times is a trouble code. A Service Manual for your TV model will have the info on the codes. It could be a bad capacitor or a transformer on the power supply board.If you have some electronic experience, you can find a Service Manual for your TV over the internet. Cost about under $20.
