If you can see the backlight ,white 2pin connectors connect to invertor pCB.Look around these two connectors you should see 2 brown/yellow/red transformers with a ferrite core.These are the inverter transformers , resolder all pins and power transistors around it.
That should solve your proble.

It sounds like the monintor, borrow another one from another machine and see if that solves the problem. If so it is a bad monitor, if not it is mostly a bad vidio section in the computer or the video card if it has one.

I would suspect the monitors internal power supply has issues. If you are capable of soldering and know some electronics replacing bad capacitors is doable at home. Try joining and posting your monitor problems there as that is how I found the info I needed to repair my HP W2207 monitor.

That is either the backlight or its power supply.

This is a bit tricky as you can get it fixed under warrenty but they will likely ask you to send back the entire computer not just the monitor. It is also something that you could fix or several shops could but the repair cost really isn't much less than a new monitor. You are not stuck using an HP monitor so anything will work and you can get quite a lot bigger or better for about $120 and up. Repair cost is going to be $80-$100 so as you can see for just a few dollars more you have a new warrentied monitor.

Your problems describe a bad Power Inverter. It's a small circuit bard inside the monitor, it powers the CCFL lamp of your monitor. Could be cheap to replace, but in most cases you just buy a new one. It could also be a bad CCFL lamp.

My hp w1907 19' monitor goes black light stays green

it sounds as if you may have a backlight problem..i have two of them that the wire going to the backlight had burnt off at the bulb..I had to take the lcd screen apart to solder the wire back on the blub.. be carefull the lcd screen and bulb are frigile... ther is 4 lights two on the top and two on the bottom..good luck

This is normal, but it should only take less than a minute for your computer to readjust, make sure all your graphic card drivers are updated, for that may be a factor.

plug in a different monitor temporarily, check your display settings (right click background, settings, advanced, monitor) and set refresh rate to 60hz. plug in this monitor again and see if that helps some monitors (lcd's especially) cannot handle beyond 60hz
