Capacitors very rarely go bad on refrigerators it's mor likely to be your overload/relay combo

Your motor may be locked up or you may have a bad starting compasitor. Remove the cap on the back of the motor and see if you can spin it freely. If so check the compasitor. (a black plastic one will have a small cut out where the wires go. If it's black or blown out it's bad. A silver one will bubble out at the ends. If you can't tell set it on a table, flat bottom down, if it rocks it's bad. It should sit flat) If the motor doesn't spin freely pull the pump out and take the wet end off of it. Once the wet is removed if it spins freely your motors fine and you need to replace the seal and more than likely the impeller you just pulled off that has a split shaft.... This is caused by a pump seal leak going unchecked.

The capacitor for the fan will read 370uf 5 uf. The 370 is voltage at cap. My guess would be a 7.5 uf cap for your fan. If you read the cap. it will tell you size. Fan caps go between 5 and 20 uf or microfards. Easy to replace you can do it yourself. Rus

10 AMP CIRCUIT SOUNDS WEAK. WIRE MAY BE TOO SMALL. ARE YOU SURE ITS NOT WIRED FOR 220 VOLTS AND YOUR RUNNING IT ON 110. START CAPACITOR COULD BE BAD BUT TYPICALLY WOULD LEAK OIL-LIKE FLUID IF IT WAS DAMAGED. CUTTING OFF AND ON CONTINOUSLY COULD BE THE PRESSURE SWITCH IS DAMAGED. SOUNDS MORE LIKE WRONG VOLTAGE. THERE ISNT A LOW OIL PROTECTION DEVICE.?

A brownish liquid inside my s40

This sounds like you have a popped compasitor a compasitor has brown liquid in it that is a form of oil that makes the compasitor work if the get overloaded for some reason they pop. Beleave me that sucks. It can be fixed but it sound like it might cost more that the camera is worth. Up to you. Sorry for the bad news. :(
