Sounds like an electrical problem. The only part that is supposed to work during heat, but not cooling, is the reversing valve. That could be physically stuck.
All other ways to cause this problem are electrical. You will be getting in ther with your volt meter to solve this problem.

The fan speed could have a lot to do with the problem you are having. If the speed isn't right the a/c could ice up or not supply the proper air temp. 2 things could be happening here 1st the capacitor for the fan could be going out causing the fan not to rotate as needed This would need to have the capacitor replaced. 2nd. the fan motor itself could be going out on the speed needed for the a/c. Both problems require a tech to check them out. Good luck and hope this helped you some

F00 fault is a short circuit or grounding out in the low voltage (safety) circuitry. Check in your thermostat (Y1). Hope it's helpful?

Have you checked the power to the unit??? The power on most of them feeds through the outdoor unit and then goes to the indoor unit...
There could be a circuit breaker tripped or there could be fuses in the disconnect box outside...
Check that you have power to everything...
If you do have power then there is a problem in the unit...probably a transformer burnt up...
