SOURCE: baxi boiler timer
1)Push all the little pins (bits) inward toward the centre of the dial
2)Set timer to correct time by
turning dial to current time, ie if present time is 4.00 p.m.
Turn the dial until 4.00 p.m is aligned with the arrow symbol
3)PULL OUT all the ( bits) toward the outer edge of the dial to set the time that you want the heating to come on .eg pull out all pins between 6.00am and 9.00am(as each pin represents 15 minutesyou should have 12 pins pushed out)
4) Ensure the3 way switch in the middle of dial is in the middle position(timer) if it is at top position boiler is(constant on)and at bottom positon boiler is turned off.

check to see the time clock is set with the clock symbol. there are three settings on analog clocks I , O and clock the I setting is constant running, the O setting is off and the clock setting is timer.
also try setting the thermostat up higher to see if the boiler fires.
