That would depend on the movie and on what you're watching it on. First of all, not all movies come with subtitles. If there are no subtitles then there's nothing you can do to turn them on.
If you're watching on a DVD, look in the main menu. If there are subtitles then you'll usually turn them on in the "Languages" or "Special Features" submenu.
If you're streaming the movie from some online source then you'll have to look at the menu provided by that source.
