Hard reset of locked samsung SGH-A927

Most Samsung phones have a reset option in the settings as well as a function that is available upon rebooting in a different mode. Each phone is different. With my Samsung, you first power off unit. Then hold 3 buttons simultaneously, the power, the home key and the down key. If this doesn't put you in the right area with an option to Factory Reset, then repeat but this time hold the Power, home key and up key at the same time.
There you will see the option to reset your phone. Instructions are there on how to operate the commands.

IT WON'T TURN ON WHEN I PUSH THE ON OFF BUTTON

Ok let it sit on the ORIGINAL charger for hours. DONT TOUCH IT. then after 4-5 hours see what happens. if nothing still i would go ahead and call Samsung or take it to the store if you bought it. could be a defect and get money back or a replacement. If it actually a defect then you will be coverd its called a manufactures defect and they last up to a years in coverage.

i have one more option and it is safe and many people do it. sometime the operating system doesn't respond so try this. if you see a samsung logo during the beginning then you know your good and just finish the steps and enjoy! hope this helps!
