You have several ranges of options.
1) Contact Cerwin-Vega customer service: http://www.cerwin-vega.com/
2) Do a google search on "cerwin vega speaker replacement". You will find companies both that offer repair or repair kits (e.g., www.simplyspeakers.com) or sell replacements. Contact them - they have the expertise to tell you which of their products are most suitable for your model.

Take a look at the Voltage selector switch (if one is existing). It may be switched at the wrong position. In that case, I hope that the power supply is not burned out (if it is set at the wrong position).

by the sounds of it the internal transformer could be duff. You need to take readings from the transformer using a multimeter to check correct voltages are coming out of the transformer to their destinations. I would also chek the capacitors and other components on the chain pre and post transformer to make sure none of them are damaged too.
IF YOU ARE NOT EXPERIENCED WITH MAINS ELECTRONICS DO NOT ATTEMPT THIS YOURSELF!!!!

SOURCE: My husband seems to have
it's a 2.5Amp Slow Blow 2AG fuse..
Most electronics stores stock fuses..also to being a 2AG fuse they are exactly the same as the old auto fuses and thus most auto stores carry them in stock aswell..
but remember.....Fuses blow for a reason
and NEVER put a bigger fuse in!!!. try and find the fault....unless he has just cranked it too much :-)
