648FX-A motherboard from EliteGroup

Hi,

Turn the computer off and remove the mains power lead. Open the case of the computer and expose the motherboard. Take out the BIOS battery for 10 minutes. The battery looks like this >>>>>

There also maybe a small plastic jumper next to the BIOS battery if you look close enough it should say CLR_CMOS under it. Move the plastic jumper to the other position and push the on/off button, that will clear the CMOS.

If there isn't don't worry, just leave the BIOS battery out for 10 minutes then put the battery back in. Close the case up and the BIOS password should be cleared.

Regards.

Cannot power on PSU

If you know for certain that the Power Supply is good. (tried another in there) then you have a bad motherboard. No, the CMOS battery will not keep it from coming on.

Date/time defauting to Dec 2000

Change the "battery" on the mother board. Sounds like it's weak and there's not enough voltage to maintain the BIOS memory.
