From the fragmentary description, it sounds as if the computer won't boot. Now this can be either a hardware or a software (operating system) problem. To narrow it down, try booting with a Live-CD version of Linux. If it boots, then it's a software problem,

pls try to restore or repair thru backup disk u made when u bought pc

otherwise follow this procedure for restoring the OS without backup disk but data might be lost on C drive only not D or other drives pls take care

cer: When you first turn on the laptop and see the Acer logo screen, hold the ALT key and press the F10 key (you need to do this before the Acer logo disappears).

WIth the limited fault description its a guess at best. you probably have a corrupted driver or hard disk fault. If you can try a replacement hard drive and reload OS you should get progress.

Wont load

sounds like there is a break in a circuit board or some warp to the case that separates part of the power tracks to the main board. Acers are a cheap laptop ( meaning made to a price) and often do not have a rigid support for their parts to prevent warp or twisting. Like a car without a chassis.. bound to twist and wear tyres. Time to move on and buy a better brand

Okay, I think I can help you but I need some more information. I'm assuming your Acer laptop currently has a version of Windows XP installed, yes? And Acer gave you a CD to upgrade your OS to a version of Windows Vista?

And when you mean that you go to your BIOS to access the CD, I'm assuming that you are talking about the boot options menu (selecting the cd drive vs the hard drive or floppy drive or what not) correct?

When you select the CD drive to boot from, what exactly happens? Do you get any error message? Does the computer turn off? Does it appear to try to load from the CD and then switch to your hard drive instead (and load your existing operating system)?
