The thing is, if the fan in the freezer is running the compressor should be running as well. Here are some questions you should answer in order to solve this problem. When you put the timer on did you do it correctly, I've seen guys have timers with a floating wire and put the wire on the wrong pin. I've also seen timers installed misaligned meaning they were one pin over so only three of the four pins were in. Next, did you check the cold control thermostat. This would kill the compressor but the fans as well. How do you know if the relay is good? Are you sure the compressor isn't getting power, it could be shot and not even trying to come on. A good test method is buy a rco-410 hard start relay. Once you have it, cut an old plug off something and leaving the plug intact, splice the two wires at the cut end with the two wires on thet really that don't have metal ends. Once that is done securly, unplug the fridgem take the really off the compressor and hook up the home made compressor tester. Once plugged in if the compressor is good it will come on, it it doesn't it's bad. This works becuase you remove any variables that are present with the machine hooked up normal.
