If you haven't previously set any password. the default password for any sim would be 0000 or 1234

Because the new sim is probably not programmed or not programmed to the carrier you are using and the phone is locked to a carrier. You can only use a sim for a different carrier on an unlocked phone. If you are replacing a Sim for the same carrier - it has to be programmed before you can use it. The sim contains all your carrier and account info - not the phone. The phone can be locked to only accept programmed sims from the carrier that sold you the phone.

switch your phone off for some minutes then switch it on again then wait for a duration of 5-10 mins then put in the sim password.
immediately it will ask u for a new password u can now put your desired password.
it will ask u to confirm the password so u will type it again then u can start using your phone.

It may be due to network lock,
you can unlock it and switch over to another network , you can get unlock codes here http://www.theunlockarena.com/samsung-s5233a/rs13wp9/
you need to specify the country and network provider
