WellI had the same problem with a client. never seen a stubborn problem like this. I was worried there was no vent on the toilet. My resolution was to get a new flapper from Moen. I replaced the existing flapper that had the yellow float. the float is designed to kepp the chain away from the flap. the existing flap had a vent hole in it. compare it to the new moen unit and you will see what im talking about. After the replacement things were better. Cheers

The power it flushes with is relevant to the amount of water in the tank if the water in the tank is not up to the mark on the tank wall then adjust the water level float until it is. If this problem just started out of the blue then you need to look into an obstruction in the toilet water seal trap or possibly the drain.
