Check the video output RGB out terminals of the TDA9370. Check the voltages. If can, check signal waveform. You have't specified nothing about the audio status. If you wish to get the schematic of TVs, using TDA9370, check the site linked here. Never confirm that the IC is OK. Check the serial data & serial clock.
