You're going to have to ohm out or jumper the battery contacts inside the binoculars to see where you're getting a bad flow, and try to address that. Sometimes you can take a think piece of silver coated copper wire, or just copper wire, and make a new contact (solder the wire or glue it to the original contact).
It's really hard to find instructions, per se, for binoculars, since Canon's repair facilities are the guys that have them, but you can learn a lot from blogs about them, in general, and usually enough to get the job done. Just google "binocular repair", and you will find many.
I personally, would not coat the contacts with oil- that will just leave a barrier in the metal to metal contact that is essential in current transfer.
Here's Canon's binocular site, in case you decide to replace some parts:
http://usa.canon.com/cusa/consumer/products/binoculars
Good luck, and hope this helps.

The negative contact in the battery compartment has been severely corroded by a leaking battery. How can I open up the binoculars to get into the battery compartment?

Just a suggestion.. many battery companies warranty their batteries from damaging the devices in which they're installed due to leakage, etc.. I'm not familiar with your binoculars - but wonder if you can determine the battery manufacturer. If so, contact them and explain the situation and let them offer you a solution.

Good luck!

I have a canon powershot A640 when you press the on button it wil

Your problem may be due to corrosion on the battery contacts inside the camera which can prevent the full power of the batteries from flowing into the camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sandpaper). Remove any residue that may have fallen into the battery compartment during cleaning, then wipe both ends of the batteries and place them back in the camera. This cleaning clears the problem about 90% of the time. If it doesn't work for you, chances are that your camera may have a problem that requires professional repair.

Your problem may be due to weak/worn out batteries or corrosion on the battery contacts inside the camera which can prevent the full power of the batteries from flowing into the camera. If it doesn't work for you, chances are that your batteries need to be replaced because they are just too worn to properly power the camera. And then, of course, there's the possibility that your camera may have a problem that requires professional repair.

My Canon A570is will not turn on

The problem that you describe may be due to corrosion on the battery contacts inside that camera that is preventing full battery power from flowing to the camera. Remove the batteries and wipe the inside camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sand paper). Remove any residue that may have fallen into the battery compartment during cleaning, then wipe both ends of the batteries and reinstall them in the camera. This cleaning solves the problem about 90% of the time, and I hope it works for you.
