I would check to make sure that you are not getting air into the fuel system. With a tractor sitting that long I would also be concerned with 1. bad fuel, 2. bad fuel injector pump, 3. clogged fuel filter, 4. water in fuel system, 6. intake/exhuast valves siezed. You will just have to start with a process of elimination.

you are going in the right direction the first switch to look at is the one on the clutch/brake pedal try and jump it with a paper clip to test it
