When I press the button to change the speed of the fan it does nothing, and continues to blow at one speed and it is just about equivalent to the speed of the slow option...any ideas why? The unit is Everstar portable air conditioner, model MPK-10CR

Based on your description, it seems like there could be a few possible causes for the issue. Here are some things you can try:
Reset the climate control system: Try resetting the climate control system by turning off the engine, pressing and holding the A/C and recirculation buttons at the same time, turning the ignition to the ON position without starting the engine, continuing to hold the A/C and recirculation buttons for 10 seconds, releasing the buttons, turning the ignition key to the OFF position, and starting the engine.
Check the blower motor: If the fan is only working at one speed, it could be due to a faulty blower motor. You can check the blower motor by turning on the fan and checking if it's blowing air at all speeds. If it's not, then it could be due to a blown fuse, bad relay, resistor or control module malfunction, or a bad electrical connector or broken wire.
Check the HVAC control unit: If resetting the climate control system and checking the blower motor doesn't work, then it could be due to a malfunctioning HVAC control unit. In this case, it's best to take your vehicle to a certified mechanic for further diagnosis and repair .
there is a starter solenoid inside it works the speed setting. controls speed 1-2-3. 4 it bypasses it. in side the fan you will see a black box with c66 somthing that will need to be changed as that is the part that controls the speed.
Is it new? There may something wrong with the electronic circuit board not allowing other fan speeds. Try unplugging it for a while and try again. There is a temp sensing bulb somewhere on unit most likely on front where hot/warm air from space enters unit. Make sure you are not recycling cold conditioned air back onto sensing bulb.
You need to replace the BLOWER MOTOR CONTROL MODULE. its up under the dash, near the blower motor. Your dealer or a AC DELCO parts house will have it in stock, very common problem.
Switch the relay with one of the other relays to make sure that this relay is good then go to the HVAC control programer which is behind the floor vent (middle). The Blk/gray wire is the one that supports the relay coming out of the HVAC programmer, but there is a chance that this programmer is bad. If that proves to be the case, I may even have one...let me know.
I'm not sure about the knocking sound, unless there is a piece inside the exhaust that has become dislodged and is bouncing around when the car is running.
As far as the A/C a common problem is to have a low charge on the A/C system of refrigerant which causes the air to seem less cold when blowing. There is no way to change the fan except by pushing the buttons to increase the speed electronically on the climate control fan. It can go as high as 'hi' fan if you press the button for that.
The Inteli-Touch system does have a slight learning curve.
How the system works is. You turn the power switch on, and leave it on, all the time. To set fan speed, you press and HOLD the fan button and it will go. . beeeep. beeeeeeeeep. beeeeeeeeeeeeeep. beeeeeeeeeeeeeeeeeeeeep beeeeeeeeeeeeeeeeeeeeeeeeeeeeep beeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeep (higher pitched) when you reach your desired speed you let go of the fan button and it stays on that speed. So if you want to go to speed 4 you wait for the fourth beep and let the button go. To turn off the fan, press and release the fan button, to turn it back on to speed 4, press and release again. It has a memory. If you want to go to a higher speed while on speed 4 (or any other speed) just press and hold. To slow down the fan, you must turn the fan off by pressing and releasing the fan button, then pressing and holding until you get to the speed your desire.
The instructions which came with the fan should explain the rest. After you get used to using the IT control system, you will love it. I do. I have two Casablanca IT Victorian II fans in my living room. They are featured in this video. http://www.youtube.com/watch?v=2pv55wZqohs
Sounds like the switch is wired wrong.
When you put the switch on fan only the compressor should not run at all, therefore their shouldn't be any cold air.
Check the switch to see if it's wired right.
