Question about Computers & Internet
If you are using a company machine (at work for instance), your Administrator may have blocked Bing, or a group of addresses. If you are allowed to use the computer for internet searches, browsing, etc., then ask your boss or an IT tech about this.
Mr. Quadra may be accurate if you are indeed allowed to surf on that machine. If it is your personal machine you may want to have someone locally check it for bad software. Something may have gotten into your machine without your knowledge (happens all the time).

Ask to the company browser, mozilla, i.e, safari, and maybe you need to update the add-on +pluggins, etc.
God bless you
