From your Description it Sounds like the Plate that is Attached to the Carburetor (that the Throttle cable Attaches to) Thru Shaft (holds and Moves the Throttle Valve) has Loosened and is Simply Turning on the Thru Shaft and Not Moving the Thru Shaft and Throttle Valve at All.
>>You can View a Breakdown/IPL of the Engine and Mower at this Site Addy, http://jdpc.deere.com/jdpc/servlet/com.deere.u90490.partscatalog.view.servlets.HomePageServlet_Alt and Enter the Model Numbers 14SB and Click Find. Then Select your Model from the Search Results Area. Then Select the Sectional File. Then Select the Section of the Mower you Wish to View Online. *You can Drag the View Windows for Better Viewing.*

Remember the belt rule, V of the belt goes in V pulleys.Flat pulleys that are stationary or move get the back of the belt. You can figure it out. Its not rocket science. Remember at some point there has to be a tensioner, usually gets the back of the belt if its a flat pulley. U may have to remove the spring and then reattach the spring after the belt is routed.

No serviceable parts, you can only buy complete clutch. To replace you remove blade and blade adapter.Use a very large vise-grip to remove spring and then you can remove bolt holding clutch arm.Disconnect cable from top side of machine.Remove engine mounting bolts, have another person pull engine away from frame while you slide clutch off.Going back together you may have a tuff time getting large spring back on hook under deck.I've been working on these for some time and have yet found an easy way to get large spring back on.
