On some mowers, you would have to remove the bolts for the wheels, and reinstall in different holes.

Vibration is normally from a poorly balanced blade, a loose blade, or the crankshaft is bent due to striking an emovable object on the lawn, check all these points, if it has been like this for a while it may well have sheared the flywheel key now, if it snatches on the starter rope it is the key or a loose blade.

pop off the covers in the middle of the wheels and unscrew the bolts far enough to pull the wheel up or down (as preferred). tighten the bolts back up.

Check air filter, check screen in bottom of fuel tank,
New spark plug and also check the spark.
If there is a weak spark, the coil may need to be replaced.

If you have good spark, clean air filter, and clean fuel tank screen, then the carberator will need to be pulled of and cleaned out with solvent

the fly wheel has rust on it take the cover off and sand the magnet and coil to get spark

Clean Carb and adjust
