Your phone may have been blacklisted if you're using it on the same provider for which it was made. Call your provider and give them the IMEI number which is on the back behind the battery to ensure that it's clear. If it is clear, then your SIM card may be bad. Try a friend's SIM card to test.

You need to contact your carrier and see if there is a reason that your sim says inactive, i have seen where a new sim has accidently been activated on a wrong account many of times
