The two flashes are telling you what's wrong with the unit. Take the cover off of the unit inside(evaporator) and there should be a guide on the panel with the wiring diagram. On this diagram there should also be a solution to what each blink means. One blink means this, two blinks mean that, etc... Hope this is helpful.

I would check the reversing valve. This is what switches the flow of refrigerant for Heating and cooling.There could be several other reasons that could cause it not to heat.

ps Heat pumps are very temper mental, like I said there could be many things that could cause this problem, and I couldn't walk you through them all. If you have a split system, two piece unit, go to the out side unit and have some run the a/c in cool. Then after a few min. have them switch it to heat and you can hear the reversing valve switch to heat, as it will make a swishing sound.If it doesnt, the valve may be bad, no power to the coil on it, or even the coil could be burned out.

If its not being turned off by the thermostat, sounds like it might be the low presure switch kicking it off due to low freon. You will have to get a HVAC tech to charge it back up.
