Clock stuck in 1999 after reformatting computer

I had to reformat my hardrive and ever since, my clock is stuck at Jan 1 1999. I am using windows 98se. I have tried the Y@k check and it says my computer is compliant and it should roll over.. I correct the clock when I turn my computer on, and when I shut it down and start it another day, it reverts back to 1999. I tried ms dos prompt and typed in time and it syncs perfectly with the correct time (this is afer I update it manually), so I know the battery is okay. Any suggestions? Thanks
