Question about Teac GF-650 Turntable
If you have the original measure the Diameter in mm and also the width in MM. You don't have to be spot with these measurements.
Then put the words "turntable belt XXmm (diameter) into Google. You should find something, you can narrow it down by adding the width, but I would just try the diameter first.
If you need to remove the belt make a note of how it fits first!

This sounds like a motor speed control problem. It could be either the motor itself or an electronic fault. So unless you know a bit about electronics and know how to use a soldering iron etc, then the answer to your question is no.
