No, The president is not doing away with the second amendment. The entirety of his speech yesterday addressed issues of background checks for people attempting to buy guns, which gun sellers are required to do background checks on potential customers, and assistance for mentally ill people who may be a danger to others if they were to have access to firearms. There is no mention of background checks in the constitution, and broad precedent for certain people having their 2nd amendment rights suspended - convicted felons, for instance. The second amendment is a right to bear arms, and some folks say it's in a militia. Regardless of where you stand on that, it does not give anyone the right to shoot their guns at fellow members of their community. Likewise, first amendment free speech rights do not extend to yelling 'Fire' in a crowded theater or to telling classified information to a foreign agent.

Broad labeling of discussion about gun safety as an assault upon the 2nd Amendment is, in my experience, most often aimed at guiding people to emotional, rather than rational discussion and decision making about gun safety issues, in particular people wanting others bearing arms to not compromise their safety in situations where they are living within the legal and social guidelines. Your mileage may vary, but gun safety can be just that, about creating conditions where people can be safer from gun discharges. There's a big gap between that and removing all firearms from people's posession. Kind of like making people wear seat belts. There are laws that require it when you drive, along with the passengers. The majority of people who drive think they're above-average drivers (statistically impossible to actually be true), but tens of thousands of people still die in car accidents in the US each year. If you get T-Boned by someone else who runs a stop sign, your driving skills are irrelevant to what happened. Seat belts, air bags, crumple zones, all can contribute to saving your life. Gun safes, trigger locks, they can serve similar purposes.

Had you Google-searched "American Constitution" there's a large number of websites to choose from.
Following the secession of the American colonist from the British Empire, colonist met for heated debate on what should be mandated as law for the new nation, USA. The US Constitution was only finalized after delegates from different colonies agreed on compromising their demands. It took over a year before all the colonies ratified (agreed) the provisions of the US Constitution, but the Bill of Rights was later added when more provisions to address other citizens' concerns. People were very skeptical of the concept of a "democratic" government because the colonist had all come from Europe, which is predominantly under a monarchy form of government. The prevailing attitude was, people who don't have a high education (reserved for rich aristocrats) are not capable of wise self government, so the concept of government democracy (government by the people) was an untested experiment, though it had its roots in ancient Greece; as far back as the era of Plato and Aristotle.

Why does the constitution allow the federal government to levy taxes?

The basic thing is that without the taxations of all types of your dues it could not be operated any more. It is also fact that Section 8 of the Constitution does, and the 16th amendment specifically authorizes the income tax. Federal Tax Levy is involving all around taxes and taxation departments transactions. Before that, income tariffs were the main source of revenues for the federal government. So anybody who tells you tariffs failed doesn't know history before 1913 and he did not have any kind of idea about failed of tariffs or anything.
