I bought TV second hand and might have been used in a bank or stock broker that had rates on TV all day.
Use windex for to clean windows, and see what happen.
or use a little soap with water and clean it.
Other chemical you can use in the store for auto parts, you can ask them for to remove scratch, etc.

Probable bad tuner or tuner circuit issue, repair or bypass.....
If you can direct signal to A / V inputs as you are doing with your
DVD, then no repair is necessary.....utilyze cable box or VCR
tuner to change channels.......................T.

There is a problem with your high voltage circuit. This circuit controls the width and scanning of your TV. I recommend finding a reputable TV repair person. If the TV is older I recommend buying a new one. Sorry. It's a video problem not an audio one.

The proble is with its vertical sweep output. This section is on main circuit board. Replace all the electrolytic capacitors there. There will be 5 or 6 of them. Replace all of the at the same time.
