a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: user32.dll error message
I suggest you go do a google search and look for spybot, it has a registry FIX and scanner built in that will successfully immunize your system from hijacking website cookies and trojans, and bring your system to as close as functional as possible, then go to download.com and grab AVG anti-virus, do a complete scan, delete everything that shows, or quarantine after a successfull complete system scan. Be sure to reboot after EACH successfull AVG scan, as the program cannot delete high memory cookies or hijackers, and can only do at a system start up, before these programs go into high memory(RAM bits and bytes that users cant touch when a system is operational and fully booted up).
I hope this helps you a bunch, I have had the same DLL problems with my father's PC being hijacked from REGISTRY EDITOR cookies and trojans, mostly harmless key coder programs to watch your surfing.
If this does not help, then you are past repair on my levels and require a reinstall of the operation system and clean format of your drive. Attempt to backup all your important files to a DVD or TWO so that you can recover.
LAST RESORT is to partition the drive that you are using, and set up a system restore for your windows on this partition, if you EVER get this type of error again, if its not a corrupted video card or system driver, you can restore your PC on a clean backed up system, and retain all of your files and documents.
Just a suggestion, most will find this usefull..

If you are getting "Failed to read from dependent file" during installation, this is because Registry Booster is already running in the background.
If this is the case, then you should be able to see an icon in the
system tray next to the system clock. Double clicking on this icon should
restore the program window.
If you do not find it here, please right click on the taskbar and choose task
manager. In the processes tab you should find a registrybooster.exe entry. Select
it and click End Process.
