The front belt should be a 954-0280A, rear 954-0370. When you go to higher gears, the front belt should be getting tighter as the vari-speed pulley is moving further back. Remove the shift plate, put the transmission in neutral. Start the engine, put speed selector in highest gear and slowly let out on the clutch. You should be able to see what the problem is. It will do everything the same as if were in gear, except move. Make sure you have the correct belts.

check that the belts are at right tension as they could be sliping slitly and that is why it is taking the time to kick in ,try tightening the belts a bit

Cable could be stretched belt could be worn or old, if it has a gear box maybe it slipped a gear or lost some teeth. Do some investigation, Good Luck

You can download an owner's manual from this link. It may or may not have the belt routing schematic, but I'm betting it does. You will need to input the model number of the machine you have to enable the download.
