How do I program a GE Relocatable Power Tap EMP700UL-MT

TIMER INSTRUCTIONS:

When the timer is plugged in, the timer's dial will turn clockwise. The pointer, on the face of the dial, points to the current time of day.

1. Locate the segments on the outer edges of the timer's dial. These segments, each representing 30 minutes, can be pushed down (try using the tip of a pen or pencil). Conversely, segments pushed down can be easily pushed back by hand. Be sure all segments are pushed up before programming. Select a time period (or periods) you want the device turned on, push down the segments that fall on or within that time period. For example, to have the timer turn a device on 10PM and off at 2AM, push down the segments representing 10PM and 2AM, and ALL the segments in between. See Figure 1.You may need to turn the dial clockwise to access the desired segments.

2. Rotate the timer's dial clockwise until the pointer on the face of the dial points to the current time of the day. Note: Nighttime hours (from 6:30PM to 6:30AM) are highlighted.

3. Plug the timer into an electrical outlet convenient to the device to be controlled.

4. Plug the device into an outlet on the timer. Turn the device's switch to the on position for automatic control. The timer will not turn the device on if the device's switch is in the off position. The device will now turn on and off at the times you have set. In case of power failure, reset the time of the day as explained in step 2.

I have a Utilitech one outlet light timer and I can't get it to work! I've never had a problem with a light timer; they're pretty straightforward in how to use them. I set the current time,...

Thank you for including model number.
TM01DHBL is typical analog timer with 1/2 hour segments located around edge of dial.
http://waterheatertimer.org/How-to-set-timers.html
http://waterheatertimer.org/Woods-timers-and-manuals.html#59366

There are no repairs for defective timer: Here are suggestions.
1) Locally purchased timer has longer warranty period since you can buy same timer later and return defect in new package.
2) Top of timer has slide switch. Most analog timers have 2-or-3 position switch that offers override capability. Set some segments, move slide switch each direction, and then manually rotate timer dial clockwise two full revolutions to watch how lamp turns on-off.
If lamp does not turn on-off with switch in at least one of the slide-switch positions, then timer is suspect.
3) Always a good policy to test outlets with cheap circuit analyzer to check for electrical abnormalities that can affect timer electronics.
Since this is mechanical timer with simple electric clock motor, chances are that reversed polarity will not immediately affect timer.
4) Put timer on a different outlet, controlling a different load, and see if problem is the same.
5) Make sure segments are pulled all the way up.

I just bought this timer and do not understand how to find pins. III Woods Model 59204EV

Here's the 1-page "manual" fo ryour timer:
https://www.ccixpress.com/wcsstore/CCIxpress/images/catalog/catalogPDFs/Part%20No/59204.pdf

As an electrician, I rarely have to dal with these plug-in timers, since when they fail, consumers
will just discard them and buy another, but as a timer owner, I can try to describe the "pins" and
operation of your Woods 59204ev timer.

1. rotate clockwise the center dial to inform the timer what time it is now.
you'll want to rarte the dial until the time on the dial points to the ARROW.
The dial is marked in either a 12-hour or 24-hour format.

2. the "pins" are on the outer edge of the dial - tilt the pins OUTWARD during the time(s) on the
timer's dial that you want your timed devce (10 Amp max lighting, 15 Amp max resistive (heater))
to be on, and tilt these pins inward for the times/hours that you want the same device to be off."

Thes pins are advertized to be "Never-Lose" pins, since unlike many past model timers, the
on/off pins for your Woods 59204EV timer are not removable. Consumers would consistently
lose or break the small plastic removable pins of yesteryear, rendering a fully functional timer useless.

If timer dial is no longer rotating, the clock motor is bad.
There are no replacement clock motors for Intermatic/ Malibu.

Work around problem: buy cheap plug-in timer, set power pack to override, and plug power pack into cheap timer.

Intrametric T-101R timer used to turn a swimming pool pump on and off. The dial not longer turns so I need to manually turn the timer on and off. Manually it works fine, but the timer feature doesn't...

Check wires from timer motor to terminals. If you buy the same brand of timer, you can "pop" timer mechanism out and replace it with the new one you take out if it's enclosure. Be sure the tripper hands are on the dial.
