That means that it is dehumidifying. Is the air coming out still cold? I assume you have tried using the mode button to switch it back? Is the air extremely humid? Perhaps it is humid enough that the machine needs to dry the air before safely operating as an AC. The manual is available here:

all a/c units remove moisture from air with cooling coil being cold and room air blowing across coil - depends how humid it is - i have used several different portable units and this seems to be a common problem if it is humid

most window units use the condensation to help cool the condensor. some days little to any drainage. a slinger ring on outsde blade side throws water on coil and evaporates.

Look for a little compartment of slot for a fuse or a reset button. Do you have the owners manual? That might give you some solutions as well.

You CAN put it on the 3rd floor as long as you make sure it's completely secure. One thing I do recommend is building (or buying) a window unit shelf that sits outside the window and the air conditioner sits on it for extra support. The shelf is secured by the window frame.

There are many "how-to" guides to building a window unit shelf all over the internet.
