No, even tho the most common material for measuring spoons is indeed plastic, there are also companies that produce them in metal and other materials. However the plastic is the easiest kind to find in stores

How many grams are in 1/2 tablespoons(tbsp.)?

You answered your own question!

Yes, there in inequality in the world. Your good old Aussie measuring spoons used for stirring your tea, as just that, an implement for stirring tea. Measurement wise, they are based on UK spoons, because you all came from the UK in the early days of colonisation.

The Americans, did things their way and used the 'Cup' as a measure, because in the cowboy days, everyone on a wagon train had a mug or a cup. If the whole recipe is in Cups, it doesn't matter if the cup is the size of an elegant coffee cup, or a 1 pint enamel mug, because the ratio was always the same.

The best way is electronic scales and measure in quarter grams.

How Many Grams in ! Tablespoon of a Powdered Laxative - Bottle Directions says not to take more than 17 Grams a day

Because you don't know the density of the powder and no table spoon has the same volume you can't know how many grams go in a table spoon.
Unless you use a very precise scale to measure one table spoon, you never will know.

How much is 7 grams to teaspoon

you will never get the same amount in a spoon so it will be better if you going to general dollar store and get a scale, the cheaper one cost around $2.50 that way you will know the exact amount of the 7 grams.

What is the best material for spoon rests?

Spoon rests are made of different materials like wood, plastic, glass and ceramics. I personally believe the worst to be wood because it absorbs very easily any liquid and never really gets cleaned well. Plastic also absorbs, even tho much less than wood, and is much easier to clean. But, like wood, will probably retain the odors.
The best option I believe is ceramics, because is more commonly found than glass spoon rests, and is strong, easy to wash and doesn't absorb odors.
