Why does the cooling fan start and stop?

it depends on the model of the projector!
The projector has an internal temperature monitoring system to check the heat generated by the projector lamp. When the heat is at its maximum levels , the cooling fans rotate the fastest and when it comes under control , the speed lowers!
if your projector does not goes into thermal shutdown then it means everything is normal and u do not need to worry!
also ensure that the air inlets and out lets should not be blocked to ensure smooth cold and hot air flow from the projector!

V6420us - noisy fan how do I gain access to the fan for cleaning? Thank You.

Cleaning the fan won't stop the noise, it may help a little - the little bearing has worn having rotated millions of times.
Try a can of"air duster" spray to blow the muck away from the fan area.
You may need a new fan - the part is pennies but the labour will be more!!

IBM projector needs a fan replaced but can't find exact model

A locked rotor indication will stop the rotation of the fan completely, however if the fan is still rotating then it wont show "locked rotor signal". If the projector is still under warranty then locate their nearest service center and get it rectified..................sodeep

Intertherm model P853A5 older style AC unit fan will not start to rotate when thermostat control set to cool.I have a feeling that it might be the electric motor. I removed the screen and rotated the fan...

This is most likley the capacitor. Be very careful when changing it out!!!!! Make sure to use an insulated device to discharge it first before touching it!!!!!!! To discharge it place insulated device across the two spade connectors on top.
