You need to adjust you internet explorer settings. Right click on the internet explorer, select proprties, here you will find various settings that you can adjust to allow various sites. There is also a exeptions section in the advanced settings that you can allow any site to be opened no matter what.

On the 73 blocked icon - click on it and it will allow popups from that site.

Check Internet Explorer - Tools - Internet Options - Security settings to see if set too high.

Check Control Panel - User accounts and family safety - Setup parental controls - select the user you are logged in as and see if you can change the settings (only if you have a limited account).

Sites are normally blocked by internet security software or the security settings in your web browser.
You can set the security settings to minimal and go where you wish to go. Be aware, though, that they are blocked for a reason. If you choose to go there and your computer gets hit with a virus or worse, it's your fault.
If you are on a computer where parental controls have been enabled and you are the child, then your parents have blocked the sites.
