Friend ... this is simple. Call your service provider and have your phone turned off. Make a police report. If you have insurance on the phone ... call em, repoprt the loss to them.
The thief doesn't care about your papers. What the thief cares about is your dawdling around looking for the phone. In the mean time, he or she will charge all kinds of stuff to you then sell the phone to someone else. You might end up owning a small county. So, forget all the paper stuff - call your service provider now.
