SOURCE: laptop won't start
Most likely, a bad motherboard. Here is a link to the Dell troubleshooting tool for this model system:

All Dell laptops have a similar design flaw (in my opinion). The socket where the power cord plugs in to the laptop is probably loose. Use a toothpick or something to check it. Don't use anything metalic. If the socket moves easily then it has probably come loose from the motherboard. You may want to take the laptop to a computer repair shop to have the power socket soldered back to the motherboard. If you have the knowledge you can do this yourself but I don't suggest it. Laptops have a LOT of small parts. Hope this helps! Thanks!

Try taking out battery and plug in power. If it works, battery is faulty.
If not, try taking out your hard disk plug in power, if it works, hard disk is faulty.
Try taking out memory card, if there's a sound, memory card faulty. If no sound, it's your motherboard that is causing the error.

I can understand. But here is a very strict word of caution for you. I hope you must have already heard about spoiled battery cases from many vendors like Lenovo, Compaq & Dell also. In that case, all these companies have decided to change laptop's battery for free. Please check out if your battery also falls under same category of faulty batteries.
If yes then contact Dell Customer care for assistance & replacement of battery because it may turn out as an explosion also !!!
If this solution was helpful to you then please rate 100% (or FIXYA) for this solution, otherwise don't rate at all. It was my pleasure helping you.
